A capability statement says whether a vendor can do the work. This says whether you can contract with one — federally, and with Texas state and local entities. Everything below is our actual position, including the parts where the answer is no.
This page covers Texas state and local requirements. Federal buyers want the federal page — different accessibility standard, different thresholds, different forms.
Federal
Available now as a subcontractor. Federal prime follows SAM.gov registration. No vehicles are claimed on this page.
- SAM.gov / UEI
- Not registered yet. We will finish SAM.gov before we bid as a federal prime. Until then we are available as a subcontractor to a prime that already holds the vehicle.
- NAICS
- 541511 — Custom Computer Programming Services. 541512 — Computer Systems Design Services. 541519 — Other Computer Related Services. These are the codes we bid under, not proof of a SAM registration.
- Subcontracting
- Available now. We work under a prime that already holds the vehicle. Send the requirement and we will tell you whether the scope fits before you spend evaluation time on us.
- Section 508
- Section 508 requires WCAG 2.0 Level AA. We build to WCAG 2.1 Level AA, which exceeds it and matches the standard the DOJ Title II rule sets for state and local government. Tested with a keyboard and a screen reader before handover. Ask for a VPAT in the solicitation and you get one.
- Federal vehicles
- None held. We do not claim a GSA schedule, STARS, SEWP or any other federal vehicle. Being addable to one is not the same as being on one.
State and local — Texas forms
Standard for a Texas district or city. None of these hold us up.
- Form 1295 Gov’t Code § 2252.908
- Certificate of Interested Parties, filed electronically with the Texas Ethics Commission and the certificate number given to you. Required where a contract needs a governing-body vote or is worth $1 million or more. We file it on award rather than after a reminder.
- Conflict of Interest Questionnaire Local Gov’t Code ch. 176
- Form CIQ. We have no relationship with any officer of a Texas public entity to disclose. If that changes before an award, you will hear it from us first.
- Felony conviction notice Education Code § 44.034
- Districts require notice of felony convictions of a person or owner before a contract is made. Ours is a clean disclosure and we provide it in writing without being asked twice.
- Criminal history and fingerprinting Education Code § 22.0834
- Applies to contractor employees with continuing duties and direct student contact. Our work is built off site and does not put anyone in front of students. If a district reads its own policy more broadly, we fingerprint at our cost before anyone sets foot on a campus.
- W-9 and vendor packet Entity form
- Same day. There is no approval chain here between you asking and us sending.
Statutory verifications
Each of these binds above a threshold. We have 6 full-time employees, which is the fact most of the thresholds turn on — but whether a chapter applies to a given contract is your counsel’s determination, not ours. We sign what you put in front of us and we do not self-certify out of anything.

- Binds a company as defined in § 2274.001, excluding sole proprietorships.

Accessibility — Section 508 and WCAG
Public-facing federal work is built to Section 508 and WCAG 2.1 Level AA. The same standard covers state and local work under the Department of Justice ADA Title II rule. Compliance for state and local web content is due April 26, 2027 for entities serving 50,000 or more people, and April 26, 2028 for smaller entities and special districts. Both dates moved back a year in April 2026.
Anything we build that a member of the public touches is built to that standard and tested with a keyboard and a screen reader before handover, not after a complaint. Ask for a VPAT in the solicitation and you get one.

Texas purchasing vehicles
We hold no cooperative contract yet. If your entity buys through one, there are two honest routes: award directly where the work sits under your bid threshold, or we subcontract to a prime that already holds the vehicle. Being addable to a cooperative is not the same as being on one, and we would rather you heard that here than found it during evaluation.
The ones Texas entities most often hold: BuyBoard, TIPS, DIR, Choice Partners, Region 4 ESC / OMNIA.

Being placed. Ask for current certificates before relying on this, and do not treat this page as evidence of cover. If a solicitation sets limits we cannot meet on the day, we will tell you rather than bid and sort it out later.
